Maybe.

At least, there were buses in the direction in which she was running and it's generally considered strange to just pelt along the middle of the road for no reason so I assumed she was running for the bus. But I didn't look as she passed by and it's certainly conceivable that she's one of those people who just runs down the centre of streets for the joy of it; she wouldn't be the oddest person in Chichester if that were true.
